Job Description:

JD — Senior Delivery Manager (HCMC)

Full-time, permanent

About Vinova

Vinova is a Singapore-headquartered technology company. We deliver software solutions, project-based development and dedicated engineering teams for enterprise and public-sector clients across Singapore and APAC, with delivery centres in Ho Chi Minh City, Da Nang and Hanoi. We are scaling from a founder-led company into a regional technology organisation, and delivery leadership is central to that shift.

The Role

You will personally run delivery across a portfolio of concurrent client projects from Ho Chi Minh City. You are accountable for Quality, Cost and Delivery (QCD) on every project, and for your portfolio's contribution to Vinova's company-wide delivery KPIs.

This is a hands-on role, not an oversight-only position. You will be in the detail every day: running project ceremonies, reviewing plans and estimates, resolving technical and client issues directly, and stepping in to lead a project yourself when needed. You report to the Chief Delivery Officer, who sets delivery strategy and standards; you turn them into results on the ground.

Key Responsibilities

1. Hands-on Delivery Across Multiple Projects

  • Personally own delivery of multiple concurrent projects (fixed-price and time-and-materials) on time, within budget and to quality standards, in line with contractual scope and commitments.
  • Run delivery directly: lead sprint planning, reviews and client demos on priority projects, and step in as acting Project Manager when a project is understaffed or at risk.
  • Build and maintain delivery plans, milestones, dependencies and release schedules across the portfolio. Balance priorities and shared resources between projects.
  • Maintain risk and issue registers. Resolve issues directly where possible; escalate with clear options and recommendations when not.
  • Manage scope change through formal change-request processes to protect project margin and client trust.
  • Produce weekly status reports and steering-committee materials for clients and internal leadership.

2. Company KPI Accountability

  • Deliver your portfolio's share of Vinova's company-wide delivery KPI targets, as set each financial year.
  • Core KPIs include on-time delivery rate, project gross margin, billable utilisation, bench rate, client satisfaction (CSAT) and revenue delivered against plan.
  • Track KPIs weekly. Spot deviations early and drive corrective action before they affect company results.
  • Report KPI performance monthly to the Chief Delivery Officer, with root causes and recovery plans for any gap.

3. Technical Leadership & Quality

  • Bring hands-on technical depth: review architecture, code, test coverage and release readiness yourself, not only through tech leads.
  • Apply Vinova's SDLC quality gates, architecture review and DevSecOps standards on every project.
  • Unblock teams on critical technical issues, challenge estimates and judge technical risk directly.

4. Client & Stakeholder Management

  • Act as the primary delivery contact for client project owners, product managers and technical leads.
  • Build long-term client relationships. Identify extension and upsell opportunities and pass them to Business Development.
  • Handle escalations directly and protect both client outcomes and the team.

5. Presales Support

  • Support the Chief Delivery Officer and Solutions team on RFPs, RFIs and tenders. Contribute WBS, effort estimates, staffing plans and delivery approaches.
  • Validate that proposed scope, timelines and team structures are realistic before submission.

6. People & Resource Management

  • Lead, coach and evaluate project managers, tech leads and engineers on your portfolio. Run regular 1:1s and contribute to performance reviews and career development.
  • Forecast resource needs and coordinate with Resource Management and Talent Acquisition to staff projects on time.
  • Optimise team allocation across projects to meet company utilisation and bench targets.
  • Identify skill gaps and drive onboarding, training and knowledge transfer so teams are ready for client deployment.

Requirements

Must-have

  • 10+ years in software development or IT services, including 5+ years in delivery or project management roles, with a hands-on engineering background (developer, tech lead or architect).
  • Proven track record personally managing 5+ concurrent projects (fixed-price and time-and-materials) with a combined team of 30+ people.
  • Track record of delivering against measurable KPIs: margin, utilisation, on-time delivery and client satisfaction.
  • Experience delivering for international clients, ideally Singapore, Australia or other APAC markets.
  • Hands-on technical skills in modern software engineering (web/mobile, microservices, APIs, cloud on AWS and/or Azure, CI/CD), still able to review code and architecture.
  • Strong command of project financials: estimation, budgeting, margin tracking, change control.
  • Fluent English, written and spoken, for client-facing communication and executive reporting.
  • Experience leading teams across locations (onsite/offshore model).

Nice-to-have

  • Public-sector or regulated-industry delivery experience (government, finance, healthcare).
  • Exposure to cloud migration programmes (on-premise to cloud, monolith to microservices), including Azure Government Cloud or AWS.
  • Background in an IT outsourcing or services company.
  • Certifications: PMP, PMI-ACP, PSM/CSM, PRINCE2, or AWS/Azure architecture certifications.
  • Experience contributing to tenders and fixed-price bids.
